Improvements Coming to the Port of Virginia’s Green Operator Program

Subject: Green Operator Program

In 2006, Virginia’s Green Operator Program became the first voluntary truck replacement program ever developed by a U.S. port. In the 11 years since its launch, Green Operator is the most successful clean-truck program in the country, replacing or retrofitting over 400 trucks. Green Operator addresses the need to modernize the drayage truck fleet and reduce the fuel and maintenance costs incurred by truck owners. The Program incentivizes truck owners to replace early model trucks with newer, more sustainable, trucks equipped with clean-diesel technology.

Along with our partners at EcoLogix Group and Virginia Clean Cities, The Port of Virginia is pleased to announce the following changes to the Green Operator Program:

• Effective October 1, 2017 (including applications received on or after September 1, 2017) o Applicants are eligible for a $30,000 rebate, or 50 percent of the new vehicle cost – whichever is less
o The new rebate structure applies to replacement trucks with 2010, or newer, emissions engines
o Rebates will be eliminated for any replacement truck with a 2009, or older, emissions engine

• For rebate applications currently being processed, or for applications received by August 31, 2017
o Applicants are eligible for a $20,000 rebate, or 50 percent of the new vehicle cost – whichever is less
o This rebate structure applies to replacement trucks with 2007 and newer emissions engines

• To receive the $30,000 rebate, the truck cannot be purchased before October 1, 2017

• The purchase of filtration devices (retrofit) is no longer supported by Green Operator

• Alternative fuel trucks DO NOT qualify of the rebate

In the coming weeks, the port’s Sustainability Team will present the new Green Operator Program to partner organizations including the TMTA, VMA, For Truckers By Truckers and others.
